            The following Ordinance was offered by Mr.  Echols                       who moved for its adoption and was seconded by Mr.   Wilson                        :

 

AN ORDINANCE ADOPTING AND AMENDING THE ZONING MAP FOR THE CITY OF MONROE, LOUISIANA

WHEREAS, the City Council of the City of Monroe has held its Public Hearing with respect to the following proposed Zoning Map Amendment, to-wit:

            An amendment to the Zoning Map to amend the Maison Orleans Planned Unit Development, a ±30.4 acre tract of land, presently located in Ouachita Parish and more particularly described as follows: 

 

Lots 1-52, Block A of the Maison Orleans Planned Unit Development

         

APPLICANT: Sunset Realty (PUD 102-13)

 

AMEND TO:

 

Lots 1 – 52, Block A of the Maison Orleans Planned Unit Development, a Gated Community

           

WHEREAS, the City Council has further considered the report of the Monroe Planning Commission recommending approval, on a 3-0-1 vote.  A Planned Unit Development (PUD) is a residential, commercial, or mixed-use development guided by a total design plan in which one or more of the zoning or subdivision regulations, other than use regulations, shall be permitted to be waived or varied to allow flexibility and creativity in site and building design and location. The PUD is a hybrid of a zoning amendment and a subdivision, therefore, an ordinance is required to change the zoning map,

The Maison Orleans Planned Unit Development is being amended by converting the planned unit development into a gated community. A gated community is a limited access subdivision with privately owned streets and maintained infrastructure. Maison Orleans Planned Unit Development makes up approximately a third of the development (±30.4 acres) the remainder of the development is a standard subdivision (The underlying zoning district classification will remain R-2, Single Family Attached Residential District.) All other requirements of the original PUD remain the same as was previously approved. The Maison Orleans Planned Unit Development was approved by the Planning Commission only in 2013, before the existing Comprehensive Zoning and Subdivision Ordinance went into effect in February 2014.

 

Any future changes to the development plan of the Planned Unit Development will require an amendment to the Planned Unit Development.

NOW, THEREFORE

                    BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe and the boundaries thereof which map is described in Section 37-34 of the City of Monroe Comprehensive Zoning Ordinance and which map shown the Zoning Districts and Boundaries thereof, that Lots 1-52, Block A of the Maison Orleans Planned Unit Development is now Lots 1-52, Block A of the Maison Orleans Planned Unit Development, a Gated Community as shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.

            This ordinance was INTRODUCED on the 9th day of April 2019.

NOTICE PUBLISHED on the  12th, 15th & 17th    day of  April       , 2019.

            This Ordinance having been submitted in writing, introduced and published was then submitted to a final vote as a whole, the vote thereon being as follows:

AYES:            Echols, Ezernack, Woods, Wilson & Clark

NAYS:            None.

ABSENT:       None.

            And the Ordinance was declared ADOPTED on the  23rd     day of April               , 2019.
