EMERGENCY ORDINANCE

STATE OF LOUISIANA

CITY OF MONROE                                                                           NO.  11,888                

The following Ordinance was introduced by Mr.  Clark               who moved for its adoption and was seconded by Mr.  Wilson               :

AN ORDINANCE DECLARING IMMEDIATE REPLACEMENT OF THE NATURAL GAS SUPPLY LINE AT THE WPCC LOCATED AT 770 RICHWOOD RD. #2 AN EMERGENCY AND FURTHER PROVIDING WITH RESPECT THERETO.              

WHEREAS, due to a leak in the natural gas supply line to the WPCC located at 770 Richwood Rd. #2, ATMOShas shut off all natural gas supplied to that main line in order to prevent further explosions. An unsuccessful attempt was made to repair the existing gas main.  It was determined that replacing the entire existing metal gas line with a new plastic gas line is the best solution for this problem, and

WHEREAS, the replacement must begin immediately as natural gas is a key component to the digesters and the plant’s ability to process the sewer solids is dependent on keeping these digesters in operation, and

WHEREAS, the costs to repair the line will be funded by the WPCC Repairs and Maintenance Account, and

WHEREAS, the replacement of the natural gas supply line to WPCC, located at 770 Richwood Rd., #2 necessitates an emergency and not enough time required to prepare specifications, advertise, accept bids, and award a contract, and

NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the immediate replacement of the natural gas supply line to WPCC, located at 770 Richwood Rd. #2 be and is hereby declared an emergency.

BE IT FURTHER ORDAINED that the Department of Public Works be and is hereby authorized to utilize the emergency provisions of the Louisiana state bid law, R.S. 38:2211, et seq., and/or the City’s Administrative Purchasing Policy Emergency Purchase requirements to repair this condition.

This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:

AYES:             Echols, Ezernack, Woods, Wilson & Clark

NAYS:             None.

ABSENT:        None.

And the Ordinance was declared ADOPTED on the  13th    day of  November  , 2018.
