Property insurers may not cover work done without permits and inspections. If you decide to sell a home or building that has had modifications without a permit, you may be required to tear down the addition, leave it unoccupied or do costly repairs.
A property owner who can show that code requirements were strictly and consistently met, as demonstrated by the Building Inspector's carefully maintained records, has a strong ally if something happens to trigger a potentially destructive lawsuit. Your permit also allows the code official to protect the public by reducing the potential hazards of unsafe construction and ensuring public health, safety and welfare. By following code guidelines, your competed project will meet minimum standards of safety and will be less likely to cause injury to you, your family, your friends, or future owners.
Plumbing & Gas
Any person or contractor wishing to perform plumbing work must present a current master’s plumbing card issued thru the Louisiana State Plumbing Board to apply for plumbing permits
Heating & Air Conditioning
Any person or contractor wishing to apply for a heating and air permit must present a refrigerant card, and a state of Louisiana Mechanical license.
Electrical
Any person or contractor wishes to apply for electrical permits MUST be registered with the city of Monroe. All applicants must have a current Louisiana State Electrical license. For more information on registration, contact Monroe Tax and Revenue office at 318-329-2279.
Building/Residential
Residential alterations and addition permits with a job cost of $7,500.00 or more must be obtained by a State of Louisiana registered home improvement contractor*If the homeowner lives in the home and wants to be their own contractor, they must fill out and affidavit which is required by the state of Louisiana. Affidavits are available in the inspections office. They must be signed, notarized and return to our office before issuing permit.Residential new construction jobs with a job cost of $50,000.00 or more must have a Louisiana state residential license. If homeowner would like to apply as a contractor, they must go through the same process mentioned above regarding the affidavits to apply for a permit.

Building/Commercial
Commercial new construction and additions projects will always need State Fire Marshal approval before permits can be issued. Most alterations will need this approval. To determine if construction or renovation needs to be submitted for approval, contact the local office of Monroe Fire Prevention Bureau at 318-329-3424. Jobs with a cost of $50,000.00 or more must be done by a Louisiana state licensed contractor. Certification of Resident Contractor Status
All residential and commercial contractors, rental property owners, and commercial property owners who live in Louisiana and are doing work in excess of $3,000 must have a certification of resident contractor status letter on file with us. You can check on obtaining this letter by calling the local Revenue office in Monroe at 318-362-3151 or you can call the Baton Rouge office at 225-219-7656, Option 2.
Certification of Non-Resident Contractor Status
All residential and commercial contractors who do not live in Louisiana and are performing jobs in Monroe in the excess of $3,000 must have a certification of nonresident contractor status letter on file with us. You can check on obtaining this letter by calling the Revenue office in Baton Rouge at 225-219-7656, Option 2.
Occupational License Requirements
All out of state constractors will need to apply for a City of Monroe occupational license from the Tax & Revenue Department. For more information on occupational license, please contact their office at 318-329-2279. Any in state contractors will need to give us a copy of their occupational license that they have in the town they domicile in. Certificates of Occupancy
No structure or land shall be used until a Certificate of Occupancy has been issued. The CO states that the proposed use of land, or the structure and the proposed use are in full compliance with the Zoning Ordinance. No Certificate of Occupancy shall be issued until approved and certified in writing by the zoning administrator, building inspector, plumbing inspector, electrical inspector, fire inspector, and city engineer to the effect that the proposed occupancy is in full compliance with all applicable codes, regulations and ordinances. This includes new construction, changes in use and changes in lessee or ownership.- Apply for the Certificate of Occupancy in the Planning and Zoning Office. This application shall be made at the same time the building permit is applied for.
- The seventy-five ($75.00) dollar application fee is then paid in the Inspections Office (where the building permit is applied for).
- Appointments are then set up in the Inspections Office for the building, electrical, plumbing and fire inspectors for inspection of site.
- Once the Certificate of Occupancy application is signed off by all the inspectors, the form is sent back to the Planning and Zoning Office.
- The final Certificate of Occupancy is then issued and given to the applicant.
- The applicant brings the final Certificate of Occupancy to the Tax & Revenue Office to obtain an occupational license.
Solar Photovoltaic System
Any person or contractor wishing to pull solar photovoltaic permits must present a current Louisiana State Solar Energy equipment license.Electrical permits are required for all solar photovoltaic systems.
Signs
Any person or contractor wishes to place a sign must have a state of Louisiana sign license. Electrical permits are required for all illuminated signs.
Taxpayer Registration Certificate For Residential and Non-Residential Contractors
