Welcome to the Monroe Fire Departments Training Division

The Training Division is located in the Public Safety Center Building On the Fire Administration Side at 1810 Martin Luther King Jr. Blvd in Monroe.

Serving at the rank of Deputy Chief on the Monroe Fire Department, The Chief of Training Richard Hall is responsible for overseeing all the activities of the Training Division. Chief Hall has proudly served the Fire Department and the citizens of Monroe for 28 years, serving 17 years in fire suppression, seven years as a Training Officer and four years as the Chief of the Training Division.

Serving at the Rank of District Chief on the Monroe Fire Department, The Training Officers are responsible for preparing and delivering training based on the standards of the NFPA (National Fire Protection Association) and the recommendations of the Property Insurance Association of Louisiana.
Training Division Overview

The Training Division of the Monroe Fire Department is responsible for the preparation and conducting of training classes and drills. These activities are coordinated with fire suppression and with other department divisions. Members of the Training Division also keep records; write reports as required, along with giving talks and lectures to firefighters. The Training Division is responsible for scheduling, coordinating, preparation and conducting of Public Education Events. The Training Division also assists other agencies in their training programs.

Training Division Detailed

It is the Responsibility of the Training Division to conduct training classes in the classroom, the station, at the drill grounds, or in the field. The Training Division also will review and/or prepare lesson plans and training materials for all types of training along with the preparation, administration and grading of tests for any type of training given. We are responsible for maintaining records of all training conducted for our personnel and public education events. We prepare reports of monthly, quarterly or yearly fire department activities and training.

Training personnel attend schools, lectures, classes and meetings to keep informed of the most modern training methods and fire department procedures and equipment. We assist in maintenance of a library of training materials and in conducting research of technical data including fire reports, statistics, bulletins and specifications to be integrated in training programs.

Training Officers supervise department employees assigned to assist in training functions and recruits during their training in the Fire Academy. Training Officers respond to fires and to offer support to the Incident Commanders, evaluate scene operations, and to take notes and photographs to be used in training. We maintain the scheduling of classrooms at the Public Safety Center. We also receive, assign, and maintain the scheduling of Fire Prevention Activities requested by the public.

Training which is mainly conducted by the Company Captain at the Fire Station generally consisting of basic knowledge information firefighters are required to know, such as reviews of their apparatus, tools, equipment and their proper use. Training which is conducted to provide the fire officer with the knowledge and skills necessary to function in command and leadership situations. Training which is conducted to ensure firefighters are proficient in the strategies and tactics required for protecting people, property, and the environment from hazardous materials/WMD emergencies. This training involves subjects such as scene control, detection and identification of materials, decontamination methods, and personal protective equipment. Also included is training in subjects of terrorism and weapons of mass destruction (WMD). Training which is conducted to ensure firefighters are proficient in providing the medical skill required to allow them to provide the best care to our citizens. Training which is conducted to practice the strategies, tactics and fire ground procedures allowing safe and efficient operation at emergency incidents. Training which is conducted for Fire Drivers to ensure they remain knowledgeable about all aspects of their position such as, rules and regulations, pump operations, and daily testing of the apparatus. Training which is conducted for the Fire Fighter who works periodically as a driver or may soon be promoted to the rank of Fire Driver. This is a very detailed course covering all aspects of what a Fire Drive must know and be able to do whether driving down the road or operating at a fire scene. Training which is conducted on a variety of specialized fire department functions such as rope rescue, trench rescue, confined space rescue, etc. Training which is conducted in an 18 week course teaching newly hired personnel all the required basic knowledge and practical skills a new firefighter must have to allow him to operate safely on a fire ground and be a productive member in the fire service. Training which is conducted whenever needed or requested by the general public, schools and civic organizations. It consists of fire prevention and fire safety materials which we deliver in order to help prevent fires and keep our citizens safe. Training which is conducted for firefighters who provide fire protection within the confines of the airport grounds. This includes responding to EMS calls, aircraft crashes or incidents at the Monroe Regional Airport. Additional duties performed by the Training Division

Members of the Training Division also perform other responsibilities and duties as required. Some of these duties include:

• Responding to emergency scenes for technical or operational support.
• Performing assignments within the Parish Emergency Operations Center when activated.
• Coordinating and commanding services at special event functions that have mass gatherings.
• Serving as Fire Department liaison to other agencies during major or specialized incidents.
• Coordinating and conducting public education.
• Researching, recommending, and purchasing equipment.
• Serving on strategic planning committees.
• Serving on grant writing teams.
• Serving on disciplinary review boards.
