Mission Statement

To establish and maintain a system of personnel administrations that will serve the citizens and staff of the City of Monroe with the highest degree of professionalism and efficiency by providing the means to recruit, select, develop, and maintain an effective and responsive work force and shall include policies and procedures for employee hiring and advancement, training and career development job classifications, salary administrations, retirement, fringe benefits, discipline, discharge and other related activities.

Responsibilities

The Department of Human Resources is primarily responsible for the recruitment, selections and maintenance of an effective, efficient and responsible labor force for the City Of Monroe. A primary and fundamental task of the department is to insure compliance with the policies and procedures for the hiring, classification and advancement of the employees; the department provides, collects, and processes all data and applications for retirement, benefits, and all related activities.


Director of Human Resources
The Director of Human Resources coordinates the activities of the Human Resources Department. This includes advising department and division heads on proper procedures in hiring, promoting and terminating employees. The Department is principally responsible for developing employee benefit programs such as health, life and disability insurance and the Director of Human Resources request, receives and evaluates such programs. In 2007, the Department of Human Resources, in conjunction with the Monroe Transit Authority developed an employee bus pass making available free bus passes to all employees of the City of Monroe. This directly benefited, tax free, the lowest paid employees of the city, costing the city nothing.

Human Resources Specialist/Administration
The Department of Human Resources/Administrator is responsible for maintaining employee’s records/files. Input current and new employees status changes in the computer system. Make changes and enters data information as it relates to tax changes, address changes, miscellaneous insurance, union, etc., on a daily basis. Work up garnishments, child support orders, IRS and State of Louisiana Levies. Handles employees pension records and assist employees with retirement matters (Municipal Employees’ Retirement System of LA). Types specialized letters/various inquiries for employees regarding Retirement/DROP estimates to retirement system. Send Supplemental Report of Earnings/Monies Report, Personal History, Refund of Accumulated Contributions, Retirement/DROP forms to Baton Rouge on a monthly basis.

Human Resources Specialist/Insurance
The Human Resources Specialist/Insurance Specialist is primarily responsible for signing up new employees for insurance benefits which the City of Monroe offers. Updates and coordinates insurance companies for proposals on medical, dental, life and long term disability. During open enrollment, process all new applications, data entry of all new information and cafeteria plan information. Receives monthly premiums from retirees and posts to their accounts. Prepares deposit and reconciles billing and payments. Assists employees with billing problems from health care providers and resolves conflicts between insurance carriers, employees and health care providers.

Human Resources Specialist/Operations Support
The Human Resources Specialist/Operation Supporter is primarily responsible for report writing, scheduling training and continuing education classes, direct deposit set-up, pre-employment and post accident drug billing. Prepare pre-employment drug screen report to submit to the Human Resources Director and the Human Resources Specialist/EEO. Assist in receiving applications from in-house employees and the general public. Assist in scheduling pre-employment drug screening. Assist in signing up, orientating and taking photo identification badges for new employees.

Human Resources Specialist/EEO
The Human Resources Specialist/EEO Specialist is primarily responsible for receiving applications from in-house employees and the general public and distributing them to the various Departments/Divisions. Distribute job postings to all city departments for any positions within the city. Schedule pre-employment drug screenings and report to the various department heads. Sign-up, orientate and take photo identification badges for new employees. Maintain personnel records and files. Revise and update the city’s DBE directory. Compile Equal Employment Opportunity/Affirmative Action Program and EEO-4 quarterly/annual reports for distribution to the Mayor/City Councilmen/Human Resources Director for review. Attend DBE and Employee Relations Committee meetings.

Receptionist
The Receptionist is primarily responsible for receiving visitors and answers telephone calls. Refers visitors or callers to appropriate offices. Answers routine questions. Receives, sorts and distribute in-coming and outgoing mail/ packages from various departments/divisions/mail carriers. Prepare postage and schedule pickups for outgoing mail. Produces monthly postage reports and clippings from the News Star for the City of Monroe’s scrapbook.
